This image is the cover of the 1993 CyberRace videogame. Actually, I cannot remember if I got to play the game. But it is not important: it was the cover art what I liked.
I have a weakness for complementary colors. And the orange-blue combination is one of my favourites (see Gulf livery for another great example).
The painting is a piece of art by Syd Mead. Syd Mead is well known for his contributions to films, most notably the flying police car in Blade Runner.
